Answer:Nope... largest you will fit is 20" without fender modification or lift. If you put 20" or larger wheels on something its wise to upgrade your brakes as well. Bigger the wheel the heavier it is. Heavy = harder to turn and harder to stop it from going.

Answer:You can probably get a nice Buick Le Sabre for under 10K They stopped making them in 2003. They should be plentiful and cheap.
Can someone tell me why all i have ever heard of American cars is that they are terrible in reliabilty, yet all of a sudden a discover the Buick Lucerne, which scored a 10 out of 10 in reliability by JD power and associates. It looks really nice, although i would strip off the Buick labels before driving it.
